If he absolutely had to, he&#039;d pick cap as he&#039;d be for Justice over the natterings of politicians.  Still, with him being the third part of the marvel Trinity, he&#039;s a check and balance.  He&#039;d offer a crucial perspective that Tony would have to at least consider in that they both know Steve&#039;s character. Thor most likely would have gotten in the middle of the airport fight and shut the whole thing down.  

I expect him to be the main factor in the two faction reuniting in Infinity Wars.]]></description>

Given that Banner was a contributor in creating Ultron and his internal struggle of dealing with the Hulk, I think Banner would be more than willing to fall in line with Tony. Most of the time he&#039;s reluctant to even join the battle as the Hulk due to the unpredictable nature of his alter ego. 

Tony fell into that same realm of fear given what he is capable of himself, so I would have to stick to my opinion of Banner siding with Tony.]]></description>

Especially after Age of Ultron I get the feeling he probably thinks even more so that they&#039;re a &quot;time bomb&quot; and government regulation isn&#039;t going to help keep things in check. However that being said I don&#039;t think he&#039;d be on Captain America&#039;s team either.
